What happened
In 2004, Norway launched the Corruption Hunter Network, an international initiative bringing together anti-corruption officials from developing countries to share strategies and coordinate efforts against financial crimes. Nigeria's Nuhu Ribadu, who was then heading the newly established Economic and Financial Crimes Commission (EFCC), became a prominent member of this global network. The network aimed to strengthen institutional capacity and foster international cooperation in tracking illicit financial flows.
The initiative emerged during a period when international attention on corruption was intensifying, particularly regarding money laundering and asset recovery from developing nations. Nigeria was grappling with widespread corruption that had plagued successive administrations, while the Obasanjo government had recently created the EFCC in 2003 as part of broader economic reforms. Norway's oil wealth and governance experience made it a natural convener for such anti-corruption efforts, especially with oil-producing nations like Nigeria.
