What happened

In 2002, the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) released a damning report on the Nigerian National Petroleum Corporation's operations under Group Managing Director Jackson Gaius-Obaseki. The investigation revealed that 445,000 barrels of crude oil could not be accounted for, alongside a staggering ₦302 billion shortfall in expected revenues. This discovery emerged during President Obasanjo's early efforts to reform Nigeria's oil sector and tackle endemic corruption in state institutions.

The NNPC had long been plagued by allegations of mismanagement and revenue leakages, issues that persisted through military rule and into the Fourth Republic. As Nigeria's primary oil revenue generator, the corporation was supposed to be a cornerstone of the country's economic recovery after years of military dictatorship. However, weak oversight mechanisms and limited transparency in oil revenue reporting created opportunities for massive financial irregularities that undermined public trust in democratic institutions.
