What happened
The Universal Basic Education Commission (UBEC) was established in 2003 as a federal agency to coordinate and fund basic education across Nigeria's 36 states and the Federal Capital Territory. Created under President Olusegun Obasanjo's administration, UBEC was tasked with implementing the Universal Basic Education (UBE) program, which aimed to provide free, compulsory education for all Nigerian children from primary through junior secondary school. The commission operates by disbursing federal funds to states that demonstrate matching contributions and compliance with educational standards.
UBEC emerged from decades of educational challenges that had left millions of Nigerian children without access to quality schooling. During the military era and economic downturns of the 1980s and 1990s, many states struggled to fund education adequately, leading to deteriorating school infrastructure, teacher shortages, and high dropout rates. The return to civilian rule in 1999 created political space for comprehensive educational reform, with the UBE Act of 2004 formally establishing the legal framework for UBEC's operations and Nigeria's commitment to achieving universal basic education.
