What happened

In December 1998, Nigerians participated in local government elections that marked the formal beginning of the country's transition from military to civilian rule. These elections, supervised by the Independent National Electoral Commission (INEC), allowed voters to choose local council chairmen and councillors across Nigeria's 774 local government areas. The exercise represented the first level of the three-tier electoral process designed by General Abdulsalami Abubakar's administration, which had committed to handing over power to civilians by May 1999.

The transition program emerged after General Sani Abacha's sudden death in June 1998 ended his controversial rule and plans for self-succession. General Abubakar, who assumed leadership, immediately announced a new transition timetable that would culminate in civilian rule within eleven months. This accelerated schedule was partly a response to intense domestic and international pressure for democratic governance, as well as Nigeria's isolation following the execution of Ken Saro-Wiwa and other Ogoni activists in 1995.
