Shehu Shagari
President 1979–83; over $16B in oil revenues is alleged to have been lost during his tenure
What happened
Shehu Shagari became Nigeria's first executive president in 1979, leading the Second Republic after thirteen years of military rule. His administration coincided with Nigeria's oil boom, when petroleum revenues reached unprecedented levels due to global price increases. However, his four-year tenure was marked by widespread allegations of massive corruption and mismanagement of public funds. The scale of alleged financial losses during this period became a defining feature of his presidency.
Shagari's rise to power came through the National Party of Nigeria (NPN) during the transition from military to civilian rule orchestrated by General Olusegun Obasanjo. The new presidential system was designed to promote national unity and reduce regional tensions that had plagued the First Republic. However, the sudden influx of oil wealth created opportunities for corruption across all levels of government. Political scholars have documented how weak institutional controls and patronage networks enabled the alleged diversion of billions in public resources during this oil windfall period.
