What happened

In 2008, the Inter-Governmental Action Group against Money Laundering in West Africa (GIABA) conducted a comprehensive mutual evaluation of Nigeria's anti-money laundering and counter-terrorism financing systems. This assessment examined Nigeria's legal frameworks, regulatory institutions, and enforcement mechanisms against international standards. GIABA, established by the Economic Community of West African States (ECOWAS), deployed a team of experts to evaluate how effectively Nigeria was combating financial crimes and illicit money flows.

The evaluation came during a period when Nigeria was strengthening its financial regulatory architecture under President Umaru Yar'Adua's administration. International pressure had mounted on developing nations to improve their anti-money laundering capabilities following global concerns about terrorism financing and corruption. Nigeria's oil wealth and position as West Africa's largest economy made it particularly vulnerable to money laundering activities, while its banking sector reforms in the early 2000s had created new regulatory frameworks that needed international validation and improvement.
