Yomi Arowosafe

In May 2026, the Socio-Economic Rights and Accountability Project (SERAP) formally petitioned President Bola Tinubu to investigate alleged financial irregularities involving ₦26.9 billion in missing funds from the Universal Service Provision Fund (USPF). Yomi Arowosafe, serving as USPF Secretary, was specifically named in SERAP's May 9th letter as the official responsible for oversight and administration of the telecommunications development fund. The allegations centered on Arowosafe's role in managing resources meant to expand telecommunications infrastructure across Nigeria.

The Universal Service Provision Fund was established to bridge Nigeria's digital divide by financing telecommunications projects in underserved rural and urban areas. As USPF Secretary, Arowosafe held significant responsibility for ensuring transparent allocation of funds collected from telecommunications operators' contributions. SERAP's intervention reflected growing civil society scrutiny of government agencies managing public resources, particularly those handling substantial sums without adequate public accountability mechanisms.
