2027 presidential campaign council

The government inside the campaign

When the Presidency announced its campaign council, it published 199 positions. It did not say how many would be occupied by people already responsible for governing the country.

Our review has confirmed 95 so far.

They are ministers, governors, legislators, presidential advisers and heads of federal agencies. Between them, they are responsible for defence, internal security, public information, employment, water, wages, regulation and oversight.

Those responsibilities did not end when the campaign began. The campaign was added to them.

Of the 139 people whose current positions we have verified, 95 are serving public officials.

Another 57 remain under review. We have not counted them as private citizens simply because their records are incomplete.

So 95 is not the largest possible number. It is the number the evidence already supports.

These are not spare offices

The 95 officials hold positions created to meet public needs: protecting the country, securing its borders, creating employment, managing water, setting wages, making laws and keeping citizens informed.

None of those needs became less urgent when the council was announced. Each campaign appointment must therefore be read beside an existing public obligation.

Read every name twice

  1. What the campaign has asked them to do

    Their position in the campaign council, the directorate they belong to and the political work attached to that role.

  2. What Nigerians are already relying on them to do

    Their current office, the institution they control and the public responsibility attached to it.

  3. What has crossed between the two

    Any use of government staff, property, money, information systems or official communication channels for campaign activity.

Who is securing whom?

The campaign created eight named positions for Security and Intelligence. Six are occupied by serving officials. They include the ministers responsible for defence and interior affairs, a federal legislator overseeing the Navy, and officials connected to immigration, civil defence, corrections, fire services and federal wages.

These people already sit within the machinery responsible for protecting Nigeria. They have now accepted another security brief: protecting the electoral interests of the government they serve.

That does not establish that public resources have been diverted. It establishes where scrutiny must begin.

Three lead institutions through which the Nigerian state communicates with the public.

A ministry exists to inform citizens. A campaign exists to persuade voters. A public broadcaster owes fair access to competing parties. A campaign is organised to give one candidate an advantage. When the same people lead these different functions, neutrality cannot be assumed. It must be visible.

The first breach in that distinction may already be in the public record. On 23 August 2026, the Federal Ministry of Information and National Orientation published a campaign appointment on its official government website, beneath the authority of the ministry itself.

The issue is larger than one webpage. It is whether Nigerians can still recognise the difference between information issued by their government and communication produced to keep that government in power.

Trace the media appointments

There is a Nigerian at the other end of every title

An unemployed graduate does not experience the National Directorate of Employment as an organisational chart. A family without reliable water does not experience the water ministry as a line in a biography. A voter watching the national broadcaster needs to know whether they are receiving public information or political persuasion. A community facing violence does not need two impressive job titles. It needs protection.

The consequence of these appointments begins here: public responsibilities now have to compete with campaign responsibilities for the attention of the same people.

Security and internal order

Command of the armed forces, the police-adjacent services, immigration, corrections and civil defence — and the protection of Nigerians from armed violence.

Who depends on it

Every community living under threat of banditry, kidnapping or insurgency, and every voter who must reach a polling unit on 16 January 2027.

Follow both clocks

The campaign has a deadline. Government does too. There are 147 days between the announcement of the council and election day. During that period, every serving official on the list carries two sets of obligations.

The campaign clock

Appointments, meetings, rallies, travel, media appearances and other campaign activity.

The public clock

Official meetings, agency decisions, legislative attendance, programme delivery, budget activity and changes in the public conditions attached to the office.

The purpose is not to declare neglect before it happens. It is to make continuity, neglect and misuse possible to see.

Both timelines are open and currently empty. Entries are added only when an activity is documented and dated, so this section will stay sparse until there is something real to put in it.

A campaign appointment is evidence that two responsibilities now sit with one person. It is not proof that a public resource has been misused. The evidence changes when something belonging to the state enters the campaign. Every item below carries its own status.

What the numbers can prove

This archive counts council positions, people, public offices and case files separately. A person may occupy several campaign positions. Some seats are assigned to an office rather than a named individual. A public position is only treated as current when a reliable source confirms it.

The national figures shown beside an office explain the conditions that office is responsible for addressing. They do not, on their own, prove that a campaign appointment caused those conditions. Where we claim a direct consequence, the evidence must show the connection. Where no connection has been established, we say so.

The list itself is unsettled

The statement issued on 22 August 2026 was widely reported as a 108-member council; the text as reproduced by outlets carries 199 named seats held by 196 people. The APC later published an expanded document, reported variously at 223 and 286 entries. On 25 August the Daily Trust reported that the Presidency had withdrawn the list; on 26 August Sunday Dare denied a withdrawal, saying it stands subject to adjustments.

Names as released, and names as verified

The statement does not always render a name the way its bearer does, and the difference hides serving office. A zonal secretary listed as “Bello M. Goronyo, Esq.” is the Minister of State for Water Resources and Sanitation. A zonal coordinator listed as “Ndubuisi Mbah” is Peter Ndubuisi Mbah, the serving Governor of Enugu State. Neither is identified by office anywhere in the document.

What this page does not say

This archive makes no finding that any law has been broken, and no court or tribunal has so found. Holding a campaign post while in public office is not in itself an offence. The relevant provisions — the Constitution’s Fifth Schedule, Part I, paragraph 1, section 92 of the Electoral Act 2022 on the use of public offices, the National Orientation Agency Act and the Nigeria Broadcasting Code — are recorded so readers can weigh them, not because a breach is alleged. Government does not stop for an election

For the 147 days between the council’s announcement and the presidential vote, Nigerians will continue to need security, employment, water, functioning institutions and information they can trust. The officials who accepted these campaign appointments continue to carry those obligations.

The question is not whether a public official can have a political life. The question is whether Nigerians can see what happens when the people carrying the state also carry the campaign.
