Context

Aminu Bello Masari

Two-term Governor of Katsina State (APC, 2015–2023), and ninth Speaker of the Federal House of Representatives (2003–2007). Lost the 2011 Katsina governorship as CPC candidate to Ibrahim Shema (PDP), then won 2015 and 2019 elections on the APC platform. Upon assuming office in May 2015 he accused predecessor Shema of misappropriating N76bn, articulating the underlying allegations that the EFCC subsequently pursued (Sep 2016 wanted-declaration and 2018 SURE-P 26-count arraignment at FHC Katsina). Dissolved all PDP-elected local-government chairmen upon taking office. Administration challenged by severe banditry and rural insecurity. Awarded Commander of the Federal Republic (CFR) by President Obasanjo in 2005. Included as a `contextual` node in the Katsina prosecution graph: he is the complainant in the Shema case, not an accused. No personal corruption allegations recorded in the imported corpus.
