Ali Modu Sheriff

Senator Ali Modu Sheriff served as Governor of Borno State from May 2003 to May 2011 under the All Nigeria Peoples Party (ANPP), and has since traversed a turbulent multi-party trajectory through the APC, PDP (where he briefly held the contested role of National Chairman in 2016-2017 until the Supreme Court reinstated Ahmed Makarfi's caretaker committee in July 2017), and back to the APC in April 2018. His post-gubernatorial public profile has been dominated by two distinct streams of serious but unresolved allegations. The first is a long-running Economic and Financial Crimes Commission (EFCC) investigation into the management of approximately N300 billion in federal allocations received by Borno State between 2003 and 2011: Sheriff turned himself in to the EFCC on 3 June 2015 and was held briefly before being released on administrative bail on 4 June 2015 without charge; the commission publicly confirmed in February 2016 (Punch) that he remained under probe, and he was again interrogated in 2018 over the source of $72 million used to acquire a Gulfstream G650 aircraft (registered in Dubai) and over a separately reported $200 million Jonathan-era disbursement said to have been tied to a Boko Haram ceasefire effort in a neighbouring country in 2014. No formal charges have ever been filed in court, and the matter has been listed among long-stalled EFCC ex-governor files (SaharaReporters, Pegasus Reporters, 2021). The second, more consequential and more contested stream is the public allegation by Australian negotiator Stephen Davis, made through SaharaReporters and other outlets in late August and early September 2014, that Sheriff was among the sponsors of Boko Haram. Sheriff strongly and repeatedly denied the allegation, threatened to sue Davis for defamation, and stated: 'I have never met the group. I cannot be a sponsor of a group I have not met before.' In December 2014 the State Security Service (SSS/DSS) publicly paraded persons it described as Davis's collaborators and indicated that pressure had been mounted on purported Boko Haram commanders to implicate Sheriff; the SSS at the same time cleared former Army Chief Azubuike Ihejirika and former Borno Governor Kashim Shettima. No formal investigation has resulted in charges, no court has tested the financing allegation, and no Nigerian or foreign security agency has publicly affirmed it as a finding. Editorial framing therefore treats the Boko Haram financing claim strictly as a publicly-made but disputed and unproven allegation, while the EFCC N300 billion probe is recorded as an open, never-charged investigation.
