Adams Aliyu Oshiomhole

Adams Aliyu Oshiomhole is a former labour leader (NLC President, 1999-2007) who became Governor of Edo State from November 12, 2008 to November 12, 2016 under the Action Congress (later APC) banner, before serving as APC National Chairman from June 2018 to June 2020 and being elected to the Senate representing Edo North in February 2023. He is currently (2026) a sitting Senator. Although Oshiomhole built a public reputation as an anti-corruption crusader, his governorship and post-governorship career have been shadowed by a sequence of allegations of financial impropriety, none of which has progressed to a formal criminal trial or arraignment. The flagship matter is a long-running set of petitions filed by Bishop Osadolor Ochei, the founder of Light of Christ Evangelistic Ministries Worldwide, who in 2016 petitioned the EFCC and ICPC alleging that Oshiomhole had diverted Edo State funds to acquire properties in the United States, South Africa, and Dubai, and had built a sprawling private estate worth more than N10 billion in his home town of Iyamho. The petition was followed by additional materials alleging inflated and uncompetitively awarded contracts, including a N1.88 billion contract awarded to A&K Construction Limited for a 168-room hostel at Edo State University, Iyamho (translating to about N10 million per room) and a wider claim that more than N50 billion was misappropriated across the eight-year administration; Sahara Reporters and other outlets aggregated these allegations into a 'N50 billion' headline figure, while audit-style reviews referenced N8 billion and N42.6 billion variants depending on the project scope examined. After the EFCC declined to act on the petition, Ochei in 2018 filed an originating motion (FHC/ABJ/CS/628/2018) at the Federal High Court Abuja before Justice Anwuli Chikere - not, as sometimes reported, Justice Mohammed Liman in Lagos - seeking an order of mandamus to compel the EFCC to arrest and prosecute Oshiomhole. On May 14, 2019, Justice Chikere struck the suit out on procedural grounds, holding it was statute-barred because the applicant failed to approach the court within three months of EFCC's refusal to act, and that the applicant lacked locus standi to sustain the suit; the court expressly acknowledged that EFCC had a statutory obligation to investigate corruption allegations but did not adjudicate the underlying allegations. Separately, following Oshiomhole's exit from office, his successor Godwin Obaseki constituted a Commission of Inquiry chaired by retired Justice James U. Oyomire (with members Prof. Emmanuel E. Obaseki-Ebor, Mrs. Elizabeth Uwaifo, Enemaku Hilary Igemoh, and secretary Anthony Izevbekhale) in January 2020 to examine the construction and equipment supply for the Central/Specialist Hospital in Benin City. The Oyomire panel indicted the Oshiomhole administration for breach of Edo State's Public Procurement Law, finding that 75 percent of the contract sum had been paid upfront rather than the legally permitted 25 percent mobilisation cap, and recommended his arrest and prosecution. Obaseki's government also publicly declared a parallel N30 billion Benin Storm Water (drainage) Master Plan to be a fraudulent project that was 'designed not to work,' and invited security and anti-graft agencies to investigate. Oshiomhole approached the Federal High Court Abuja, where Justice Ahmed Mohammed in rulings on June 1 and June 17, 2020 granted an interim order restraining Obaseki, the Edo State Government, the Attorney-General of Edo State and other respondents from arresting, prosecuting or otherwise acting on the white paper or report pending determination of jurisdictional questions. Oshiomhole has consistently denied wrongdoing, characterising the Obaseki probes as politically motivated retaliation for the breakdown in their political alliance, asserting that Obaseki sat on the State Executive Council that approved the contested contracts, and insisting that any genuine corruption allegation is properly the constitutional remit of the EFCC and ICPC rather than a state-level commission of inquiry. He further pointed to a separate 2018 episode in which the State Security Service (DSS) questioned him for about nine hours over alleged bribery in APC primaries; Oshiomhole publicly denounced the interrogation as outside DSS's remit and reiterated that 'if there is an allegation of corruption, it is the responsibility of EFCC and ICPC.' As at the time of compilation in May 2026, no formal criminal arraignment has been filed by EFCC or ICPC against Oshiomhole arising from any of the Edo-era petitions; the 2018-2019 mandamus suit was struck out on procedural grounds; the Obaseki-era probe was restrained by the Federal High Court Abuja and has not produced a prosecution; and Oshiomhole now actively serves in the National Assembly while calling on the new APC Governor of Edo State, Monday Okpebholo, to instead investigate Obaseki's own tenure (2016-2024), including alleged irregularities around the Radisson Hotel project, the EdoGIS software contract, the EdoBEST World Bank fund, and the Museum of West African Art (MOWAA).
