What happened

Brigadier General John Atom Kpera (b. 3 January 1941) was a Nigerian Army officer who served as first Military Governor of Anambra State (March 1976 – July 1978) under General Obasanjo and as Military Governor of Benue State (January 1984 – August 1985) under General Buhari. Participated in Nigeria's first military coup (15 January 1966). Known for strict environmental sanitation policy. Upon leaving Benue State he famously said, "He left it empty because he met it empty" (regarding the treasury). No documented corruption allegations, charges, or convictions in the corpus. Recommend `contextual` status; primary state-anchor better catalogued under Anambra.
