What happened
In 1912 Sir Frederick Lugard came back to Nigeria charged with the duty of amalgamating Northern and Southern Nigeria. Lugard gave his assignment a broad interpretation and, among other things, sought to establish a uniformity of local government system between the North and the South. He attempted between 1914 and 1919 to infuse into the local government system of the South the principles and practices on which local government in the Northern emirates was based, a system premised on hierarchical, centralised chieftaincy unsuited to the acephalous communities of southeastern Nigeria.
