Abdulfatah Ahmed

Alhaji Dr. Abdulfatah Ahmed served as Governor of Kwara State from 29 May 2011 to 29 May 2019, succeeding his political benefactor Senator Abubakar Bukola Saraki — under whom he had earlier served as Commissioner for Finance and Economic Development (2003-2009) and Commissioner for Planning. Born on 29 December 1963 in Share, Ifelodun Local Government Area, Ahmed is a University of Ilorin-trained chemist turned banker who rose to political prominence as a key technocrat in the Saraki political dynasty. He was elected in 2011 on the People's Democratic Party (PDP) platform, defected to the All Progressives Congress (APC) with Saraki in 2014 ahead of the 2015 elections, then defected back to the PDP in 2018 in the run-up to the 2019 elections, which the wider Saraki camp ultimately lost to AbdulRahman AbdulRazaq of the APC. The legal storm over Ahmed's tenure took shape only after he left office. In September 2022 the AbdulRazaq administration received a forensic audit report compiled by Anthony Iniomoh of SSAC & Professionals, which reported that approximately N11.9 billion in Kwara State funds had been disbursed between 2011 and 2019 without traceable links to legitimate projects — including a flagged N2 billion cash withdrawal made within eight days in February 2019 in the closing weeks of Ahmed's second term. The state government referred elements of the report to law-enforcement bodies. On 17 May 2021 the Economic and Financial Crimes Commission (EFCC) had already briefly detained Ahmed for questioning over an alleged N9 billion diversion, an episode he publicly disputed at the time, insisting he had voluntarily honoured an invitation and that allegations of arrest were inaccurate. The matter then re-surfaced as a formal prosecution: following a 17 April 2024 petition by Akande Idowu Ayoola, Director of Public Prosecutions of Kwara State (acting for the state Attorney-General and Commissioner for Justice), the EFCC's Ilorin Zonal Directorate filed an initial 12-count charge of mismanagement of public funds. Ahmed was first arraigned on 23 February 2024 before Justice Evelyn Anyadike of the Federal High Court sitting in Ilorin on a 12-count charge (suit FHC/Il/18C/2024); he pleaded not guilty and was admitted to bail of N50 million with one surety holding landed property in Ilorin, and his passport was deposited with the court. His co-defendant Ademola Banu (former Finance Commissioner) was arraigned on 30 April 2024. After the transfer of Justice Anyadike to another division, the EFCC withdrew the case from the Federal High Court and re-filed it at the Kwara State High Court before Justice Mahmud Abdulgafar — and on 21 October 2024 Ahmed and Banu were re-arraigned on a fresh 14-count amended charge bordering on alleged diversion of N5.78 billion. They again pleaded not guilty. Justice Abdulgafar admitted each defendant to bail in the sum of N100 million with two sureties each — one surety required to be a serving or retired Permanent Secretary. The flagship allegations are: (a) that Ahmed and Banu conspired to divert UBEC matching-grant funds released for the years 2013, 2014 and 2015 for primary and junior-secondary-school projects across Kwara's sixteen local-government areas — including a borrowed N1 billion SUBEB matching-grant fund allegedly used to pay civil-service salaries and pensions in 2015 and never repaid before the board's dissolution; (b) that aggregate sums of N1,610,730,500 meant for state security and administration were spent chartering private jets through Travel Messengers Limited, contrary to Section 22(5) of the Corrupt Practices and Other Related Offences Act; (c) that in 2019, in the closing months of Ahmed's tenure, N400 million of a N1 billion short-term Ecobank loan obtained for ongoing projects was indirectly converted, contrary to Section 15(2) of the Money Laundering (Prohibition) Act, 2011. The trial has been live and substantive: at least six prosecution witnesses (including UBEC Assistant Director of Finance Abubakar Hassan, former Kwara SUBEB Chairman Lanre Daibu, former Kwara Accountant-General Suleiman Oluwadare Ishola who served 2013-2019, EFCC investigator Stanley Ujilibo and others) have testified through 2024-2026. One Daily Post report noted that a witness's testimony was characterised by Ahmed's defence as partially exonerating, while EFCC witnesses on other dates testified that Ahmed had personally promised to repay the diverted UBEC sum. The defence is led by Kamaldeen Ajibade (SAN) and Gboyega Oyewole (SAN). Ahmed has consistently denied wrongdoing, framing the prosecution as politically motivated and arguing — as he did in May 2021 — that he 'answered the agency's invitation to clarify lawful transactions' and was never accused of personal enrichment. The trial was most recently adjourned by Justice Abdulgafar on 8 January 2026 to 16 February 2026 for further hearing, with cross-examination of EFCC investigator Ujilibo fixed for 20 April 2026. The case remains live, in evidential phase, with no verdict.
