First civilian Governor of Kogi State (January 1992 – November 1993, SDP, Third Republic) and second-time civilian Governor (May 1999 – May 2003, APP/ANPP). The EFCC filed a multi-billion-naira fraud case against him in 2006 at the Federal High Court Abuja; the court ruled in 2013 that he had a case to answer, dismissing his no-case submission. He was declared wanted by the EFCC in December 2012 (₦4bn) and the case remained at the courts through 2013. He died of a suspected heart attack on 22 November 2015 while leading the Kogi gubernatorial election count for the APC, before the supplementary election that would have decided the contest; his running mate Yahaya Bello inherited the ticket and the case lapsed with his death. The ₦4bn / ₦10.9bn discrepancy between EFCC statements and court coverage is unresolved in the imported corpus.
