Former Governor of Bauchi State (1999-2007). Despite outstanding EFCC investigations into his governorship-era conduct, was appointed Chairman of NIMASA (Nigerian Maritime Administration and Safety Agency) circa 2011. Okpaga et al. (2012) cite the appointment as documentation of the federal government's pattern of 'courting suspected criminal ex-governors' and offering them juicy political appointments despite pending allegations.
