First civilian Governor of Zamfara State (1999–2007, ANPP) and the first Nigerian governor to introduce Sharia criminal law (January 2000). Charged in August 2006 by the EFCC at the Federal High Court Abuja with diverting N750 million in state funds across 18 instalments, alongside 7 co-defendants including the state Accountant-General and Finance/LG Commissioners and I.A.A. Motors. Sitting governor at the time and protected by constitutional immunity; prosecution timeline after May 2007 is unclear in the corpus.
