Akinwunmi Ambode
Akinwunmi Ambode served as Governor of Lagos State from 29 May 2015 to 29 May 2019 on the platform of the All Progressives Congress (APC). His tenure ended in unusual political circumstances: he was denied the APC ticket for a second term at the party's October 2018 governorship primary, in which Babajide Sanwo-Olu — reportedly backed by APC national leader and Ambode's political benefactor Bola Tinubu — defeated him by a wide margin (970,851 to 70,901 votes). Within weeks of leaving office, the Economic and Financial Crimes Commission (EFCC) opened a formal investigation into the finances of his administration. The flagship matter is the EFCC's August 2019 ex-parte application before Justice Chuka Obiozor of the Federal High Court sitting in Ikoyi, Lagos. On 6 August 2019 (commonly cited as the freezing-order date; some commentary references later October 2019 hearings on related applications), Justice Obiozor granted an interim order temporarily freezing three bank accounts said to belong to the Lagos State Government — domiciled in First City Monument Bank (FCMB account 5617984012), Access Bank (account 0060949275) and Zenith Bank (account 1011691254) — pending conclusion of investigation into an alleged inflow of N9,927,714,443.29 from state coffers into the FCMB account, which was opened on 17 September 2018 during Ambode's tenure and operated by Adewale Adesanya, then Permanent Secretary in the Office of the Chief of Staff to the Governor. On 20 August 2019, EFCC operatives visited Ambode's country home in Epe and his Parkview, Ikoyi residence; the Epe visit ended in confusion, with residents preventing a full search and operatives discharging firearms in the air while three lawyers retained by the former governor — Fatai Adebanjo, Busari Olanrewaju and Samson Okuneye — later publicly alleged the agency had attempted to plant foreign currency at the property, a claim the EFCC firmly rejected. Through his then-media aide Habib Aruna, Ambode denied any wrongdoing, insisting that no personal account of his contained N9.9bn, that the frozen accounts belonged to the Lagos State Government rather than to him personally, and that he had never engaged in any unauthorised use of public resources. The Lagos State House of Assembly subsequently opened parallel probes into the controversial procurement of 820 BRT-style buses by his administration. Since 2019 the matter has not advanced to formal arraignment; EFCC has repeatedly confirmed Ambode is among ex-governors under investigation, but no charges have been filed, no trial date set, and the case remains effectively dormant — a status many Nigerian commentators have linked to the wider political dynamics surrounding the Tinubu-Ambode rupture and Ambode's continued APC membership. The matter therefore sits in an 'investigation' posture: court freezing order on record, public denials on record, no prosecution, no acquittal.
