Banker-turned-politician (Diamond Bank GMD 2011–2014); Governor of Abia State since 29 May 2023 on the Labour Party platform. In 2025, APC chieftain Eze Chikamnayo petitioned the EFCC, ICPC and UNESCO alleging mismanagement of ₦54 billion in education funds between 2023–2025 and demanded evidence of 51 "smart schools"; Otti dismissed the petition as politically motivated. No formal charges have been filed.
