Donald Etim Duke
Chief Donald Etim Duke (b. 30 September 1961, Calabar) was Governor of Cross River State (1999–2007, PDP, two terms) and is widely regarded as one of the cleaner-reputation governors of the 1999 class. He championed the Tinapa Business and Leisure Resort, the Calabar Carnival, and tourism-oriented infrastructure. After leaving office he ran for president in 2007, 2011, and 2019 (SDP/ADC) before returning to the PDP in 2021. The corpus's JSON contains no credible corruption proceeding against him: of six entries, two are anti-allegation (BusinessDay confirming the EFCC never linked him; Duke himself publicly supporting the EFCC), three are Facebook/Nairaland opinion fragments, and one is a thin gamji.com archive page. The Tinapa resort's financial failure and "alleged mismanagement" referenced in `index.md` controversies have not produced a formal case in the corpus. Recommend `contextual` for the Cross River corruption archive.
