Dr. Emmanuel Eweta Uduaghan
Dr. Emmanuel Eweta Uduaghan was Governor of Delta State for two terms (29 May 2007 – 29 May 2015, PDP), a medical-anaesthetist-turned-politician of Itsekiri origin from Warri North who served as Commissioner for Health (1999–2003) and Secretary to the State Government (2003–2007) under his predecessor and cousin James Ibori before succeeding him. His 2007 election was briefly contested as "inconclusive" before he was sworn in; he was re-elected in 2011 with 525,793 votes against Great Ogboru's 433,834. His administration focused on health-sector reform, infrastructure, and sanitation mobile courts. Despite a 2014 civic-group petition by Delta youth to the EFCC requesting his impeachment over alleged "trillions of naira" of corruption, **no EFCC investigation, no ICPC investigation, no Code of Conduct Tribunal proceeding, and no criminal charge has ever been filed against him**; former EFCC Chair Farida Waziri publicly praised his administration in 2014 for running a "corruption-free" government. He defected PDP → APC (2018) → PDP (2020) → retired (2022) → APC again (May 2025).
