Former Government House Permanent Secretary under Akpabio (2007-2015). Named in EFCC petition as co-conspirator in N108.1 billion Akwa Ibom State theft. Petitioner alleged Umoren and Accountant General Udo Isobara made illegal withdrawals of N22.1 billion from Zenith Bank account 1010375881 in 2014. Later appointed Secretary to State Government under Udom Emmanuel. Appointed by Tinubu as Akwa Ibom INEC Resident Electoral Commissioner in October 2023 despite unresolved corruption allegations.
