Dr. Goodluck Ebele Azikiwe Jonathan
Dr. Goodluck Ebele Jonathan (born 20 November 1957) is a Nigerian politician and zoologist who served as Nigeria's 14th President from May 2010 to May 2015, having earlier served as Vice President (2007-2010), Governor of Bayelsa State (2005-2007) and Deputy Governor (1999-2005). His national rise traced an unusual path: he was elevated to the Bayelsa governorship after his predecessor and political benefactor Diepreye Alamieyeseigha was impeached in 2005 over money-laundering charges, and was elevated to acting President in February 2010 under the 'Doctrine of Necessity' resolution following the prolonged illness of President Umaru Musa Yar'Adua. After Yar'Adua's death in May 2010, Jonathan was sworn in as substantive President, won the 2011 election under the People's Democratic Party (PDP), and was internationally praised in March 2015 for conceding defeat to Muhammadu Buhari before the official result was announced, the first time a Nigerian incumbent had done so. Since leaving office Jonathan has taken on substantial elder-statesman and mediation roles, leading ECOWAS missions to Mali, Burkina Faso and Niger after the wave of West African coups, a profile that requires extreme editorial discipline when documenting post-presidency allegations. Those allegations are nonetheless significant. The Dasukigate cluster, which emerged in late 2015, alleged that approximately $2.1 billion in arms-procurement funds passed through the Office of the National Security Adviser (Col. Sambo Dasuki) was diverted to PDP political and media operations for the 2015 re-election campaign; Dasuki and numerous co-defendants were arraigned, but Jonathan himself was never charged or arraigned, and former EFCC Acting Chairman Ibrahim Magu has publicly stated the Commission found no evidence Jonathan personally approved any diversion. Italian prosecutors in the Milan OPL 245 / Malabu trial of Shell and Eni alleged through FBI submissions and wiretap evidence that 'Fortunato' was a code for Jonathan and that he was slated to receive a share of the $1.1 billion that bypassed Nigeria's treasury, with one intermediary suggesting $200 million; Jonathan, through his spokesman Ikechukwu Eze, denied this 'in its entirety' and Shell and Eni were ultimately acquitted in Italy in March 2021, with appeals upholding acquittals through 2022. His wife, Patience Jonathan, has been the subject of multiple EFCC asset-forfeiture actions; the Supreme Court in March 2019 affirmed interim forfeiture of $8.4 million linked to her and in July 2019 the Federal High Court (Justice Mojisola Olatoregun) ordered permanent forfeiture of approximately N9.2 billion and $8.4 million. The 2021 Pandora Papers / Finance Uncovered / Premium Times investigation noted that the majority of the £350 million in UK properties bought by 137 wealthy Nigerians through offshore vehicles occurred between 2010 and 2015 during Jonathan's presidency; per offshore-leaks policy this is a contextual disclosure, not an allegation against Jonathan personally. Jonathan's March 2013 unconditional pardon of Alamieyeseigha, who had been convicted of money laundering, drew condemnation from Transparency International, SERAP and the US State Department, and remains a defining controversy of his anti-corruption record.
