Ibrahim Gaidam
Alhaji Ibrahim Liman Gaidam (also spelled Geidam, born 15 September 1956 in Bukarti, Yunusari LGA, Yobe State) is a Nigerian accountant-turned-politician who served as Governor of Yobe State for two full terms from 29 May 2009 to 29 May 2019, after being elevated from Deputy Governor following the death in office of his predecessor Mamman Bello Ali in January 2009. He was elected Senator for Yobe East in 2019, resigned the seat in August 2023 to take up appointment as Federal Minister of Police Affairs in President Bola Ahmed Tinubu's cabinet, a position he continues to hold as of 2026. Gaidam has been the subject of substantive published corruption allegations spanning more than fifteen years, none of which has resulted in a formal criminal charge. The earliest and most detailed allegation set was published by SaharaReporters in January and February 2010, in two investigative pieces ("Yobe State: Governor Gaidam steals the people blind", 15 January 2010, and "How Governor Geidam, SSG Mismanaged Yobe State's N80 billion in 10 Months", 15 February 2010), which itemised purported personal enrichment exceeding N1.64 billion within his first months in office - including a Damaturu residence allegedly bought and renovated for over N1 billion, and questioned the N4 billion Kaliyari-Baimari road contract, the N2.3 billion Damaturu water works contract, and a N1.3 billion secondary-schools renovation release. A second strand of allegations arose from the 2015 Yobe governorship election petition: at the Election Petitions Tribunal, officials of Diamond Bank Plc and Zenith Bank Plc tendered exhibits confirming that Gaidam's then Aide-de-Camp, Assistant Superintendent of Police Zakari Deba, paid a total of N15 million into the personal accounts of the Yobe Resident Electoral Commissioner Abu Zarma (N8 million into a Diamond Bank account, N7 million into a Zenith Bank account) on 8 April 2015 - three days before the 11 April 2015 governorship election that Gaidam won. The tribunal upheld Gaidam's re-election, ruling that the PDP petitioners had failed to prove rigging on the legal standard required, but the documentary banking evidence was never criminally tested; in 2015 Ekiti Governor Ayodele Fayose publicly challenged President Buhari to prosecute Gaidam on the basis of the tribunal exhibits. A third, more recent strand of concern emerged in September 2025 when The Authority and Peoples Daily reported that the EFCC was looking into questionable contract awards and misapplication of funds by the Yobe State government, with top state officials reportedly invited to EFCC headquarters in Abuja - reporting that has been read by analysts in the context of the Buni-Gaidam political axis that has controlled Yobe State finances continuously since 2009. Gaidam has consistently denied wrongdoing: through his media aides he dismissed the 2010 SaharaReporters investigations as politically motivated falsehoods, and in 2013 he publicly branded Leadership newspaper publisher Sam Nda-Isaiah "a conman" over related reporting; his ministerial nomination passed the Senate screening on 4 August 2023 by voice vote without any of the published allegations being formally raised. No EFCC, ICPC or court charge has ever been filed against him personally. Cabinet-pattern context: Gaidam's appointment as Minister of Police Affairs places a former governor with unresolved bank-documented allegations in direct supervisory authority over the federal police portfolio, mirroring the broader Tinubu-cabinet pattern in which ex-governors with open integrity questions hold national security-adjacent briefs.
