Siminalayi Fubara

Siminalayi Fubara is included in the archive primarily for network legibility within the Wike-Fubara political dispute, not for credibly substantiated personal corruption. Before becoming governor, Fubara served as Accountant-General of Rivers State under Nyesom Wike. In May 2022, the EFCC controversially declared him and 58 others 'wanted' for an alleged N435 billion fraud (with N117 billion linked to Fubara personally), citing allegations of criminal conspiracy, money laundering, misappropriation of public funds, and abuse of office. However, the EFCC never filed formal charges or prosecuted Fubara; he won the PDP governorship primary days after being declared wanted, was elected governor in 2023, and now enjoys constitutional immunity under Section 308. The 2022 EFCC action has been widely viewed as politically motivated and is currently dormant. Since becoming governor, allegations of unapproved spending, awarding contracts to cronies, and 'mind-boggling' theft of public funds have been made by the Wike-aligned Amaewhule-led House of Assembly and by former Head of Service George Nwaeke - but these emerged squarely within the bitter Wike-Fubara power struggle, which escalated to a constitutional crisis, House of Assembly faction wars, and a presidential state of emergency declared by Tinubu in March 2025 (suspending Fubara, his deputy and lawmakers for six months under sole administrator Vice Admiral Ibok-Ette Ibas). Emergency rule was lifted in September 2025. No independent or judicial finding of personal corruption has been established against Fubara. He remains in the archive to map the Wike-Fubara dispute, the Rivers political networks, and the unresolved 2022 EFCC matter, rather than as a confirmed looter.
