Société d'Équipements Internationaux Nigeria Limited (SEI)

Nigeria-registered arms-procurement firm incorporated May 2014 (immediately after the Chibok schoolgirls' abduction) by Niger-national businessman Aboubakar Hima ('Petit Boubé'). Counterparty on contracts for six Mi-24/Mi-35 helicopters and bombs/rockets from US arms dealer Ara Dolarian's Dolarian Capital Inc (Fresno, California). Helicopters were priced at $25m each — five times the normal $5m value, per SIPRI's Pieter Wezeman. Buhari's CADEP committee (July 2016) named SEI as playing a 'major' role in the alleged Dasukigate scam after being awarded nearly $1bn worth of contracts 'characterised by irregularity and fraud'. Per Wikipedia: the Nigerian High Court in August 2022 found SEI 'innocent of charges and returned all frozen assets held by the EFCC'.
