Alleged

Udom Gabriel Emmanuel

Udom Gabriel Emmanuel (b. 11 June 1966) was Governor of Akwa Ibom State from 29 May 2015 to 29 May 2023 (PDP, two terms), succeeding Godswill Akpabio. Pre-politics, he was an executive at Zenith Bank and chairman of several private-sector boards. He served as Secretary to the State Government under Akpabio (2013–2015) before contesting the gubernatorial primary. His tenure was characterised by major industrialisation push — the Akwa Ibom State Industrialisation Plan including a coconut-oil refinery, electric-meter plant, syringe factory, and Ibom Air (the state-owned commercial carrier launched in 2019). Post-governorship audits and political-grievance petitions have circulated (referenced obliquely in a Facebook chain via the Akpabio corpus file), but no formal EFCC charge or court matter against Udom Emmanuel is in this corpus. **Major corpus gap** — re-import recommended. Recommend `alleged` once a credible-outlet allegation is sourced; meanwhile `contextual` based only on what is in the corpus today.
