Governor AbdulRahman AbdulRazaq entered office in May 2019 on the back of the Otoge (Enough) movement that ended three decades of Saraki political dominance in Kwara State. His record across seven years shows a credible, if uneven, performance. The core inherited crisis -- multiple years of salary and pension arrears across state agencies and colleges of education -- was cleared in the first two years, with more than N15 billion spent on backpay. Infrastructure delivery has been the most visible output: 302 kilometres of roads completed and a further 275 km under construction as of 2025, 209.77 km of rural roads flagged off in October 2024, and 84 projects delivered in the six months to September 2025. The Kwara Garment Factory, revived under his administration, was handed to a private operator under a management agreement in 2026 and is now producing at commercial scale. On fiscal governance, Kwara rose from 10th to 3rd in BudgIT's subnational fiscal performance ranking between 2021 and 2025, recorded 36 percent IGR growth between 2023 and 2024, and reduced domestic debt from N109.16 billion in December 2023 to N58.87 billion by Q3 2024. The administration inaugurated 83 revitalised primary healthcare centres in December 2025 jointly funded with World Bank support. AbdulRazaq served as Chairman of the Nigeria Governors Forum from May 2023. Against these gains, the record carries accountability gaps: his alleged intervention to release his former Commissioner for Works (Olododo) who had been detained by the EFCC over alleged mismanagement of public funds, and reported pressure on APC aspirants to stand aside for Olododo ahead of 2027, raise unresolved integrity questions. Teacher recruitment targets also shifted between announcements (1,611 primary teachers in 2024, 1,800 secondary teachers announced for 2025), and more than 75 percent of state income consumed by the salary bill as disclosed by the governor himself constrains development headroom.
