Abiodun Oyebanji

Governor of Ekiti State, Ekiti · APC

Assessment Profile06

Governor Biodun Oyebanji entered office on 16 October 2022 on a six-pillar Shared Prosperity agenda. Over his first term he registered measurable progress across fiscal management, infrastructure, and workers welfare, while the flagship Ekiti Knowledge Zone and Agro-Allied Airport moved from concept to construction-ready status. The administration signed annual budgets on time for 2023 (N113.6 billion), 2024 (N159.5 billion), 2025 (N375.8 billion), and 2026 (N415.6 billion), each passed before the fiscal year commenced. Ekiti ranked first in the 2023 Joint Tax Board Annual IGR Growth Rate table, with IGR rising 75 percent from N17.03 billion in 2022 to N29.82 billion in 2023 and monthly collections growing from roughly N650 million to over N1.5 billion by 2025. BudgIT rated Ekiti first in its States Fiscal Transparency League Table for all four quarters of 2025, scoring a perfect 39 points in Q4 2025. The N49.7 billion Ekiti Agro-Allied International Cargo Airport received NCAA approval in October 2025 and commenced scheduled commercial operations in December 2025. The $80 million AfDB-backed Ekiti Knowledge Zone completed its land resettlement process in June 2025 and broke ground in June 2026. The administration reported awarding road contracts exceeding N200 billion covering over 350 km, with 126 km completed and the balance at various stages as of September 2025. Workers receive salaries between the 23rd and 25th of each month; over N19 billion in gratuities and N65 billion in pensions have been paid since October 2022, including inherited arrears. Against this, the administration's 2024 budget carried a 56 percent recurrent to 44 percent capital split, recurrent spending pressure has constrained the pace of capital delivery, and total state debt grew from N115.69 billion in 2020 to N228.49 billion in 2024 in nominal terms. A June 2026 pre-election fact-check by Dubawa rated the claim of directly employing over 5,000 youths as misleading; the figure relates to participants in the Bring Back Youth Into Agriculture agricultural programme, not civil-service positions. No court conviction or EFCC arraignment has been recorded against Oyebanji.
