Ahmed Usman Ododo

Governor of Kogi State, Kogi · APC

Assessment Profile06

Governor Ahmed Usman Ododo was sworn in on 27 January 2024, succeeding Yahaya Bello after two terms. His tenure of under eighteen months at the time of this card is short and limits the evidence base considerably; several axes are graded NR or low-confidence. He has signed two full-cycle budgets into law — N582.4 billion for 2025 and N820.49 billion for 2026 — and enacted a Fiscal Responsibility Law in March 2026 and a suite of revenue and audit statutes, indicating governance activity. He approved a N72,500 minimum wage for Kogi workers in October 2024, above the federal floor, and reportedly maintained prompt salary payment. He also signed a law establishing the CUSTECH Teaching Hospital in December 2024, which expands medical training capacity. On delivery, Kogi participates in the World Bank-backed RAAMP programme for over 200 kilometres of rural access roads, though most are ongoing rather than completed. Separately, Sahara Reporters documented that several state agencies received zero capital-expenditure releases across all four quarters of 2025 despite approved budget allocations, indicating execution gaps. Kogi ranked at the lower end of BudgIT's 2025 State of States fiscal performance ranking, with debt-service costs projected to consume over 80 percent of IGR through 2027. The most significant integrity concern during this tenure relates to the April 2024 incident in which the EFCC alleged that Ododo was present at and departed from former governor Yahaya Bello's Abuja residence during an arrest attempt, enabling Bello's evasion of a court-issued arrest warrant; Bello subsequently surrendered in September 2024 and was arraigned in November 2024. No charge has been filed against Ododo himself. Given the tenure's brevity, the thin evidence on project completion, and the documented gaps in capital-budget execution, the overall grade is C — mixed, with real governance activity but material delivery and transparency questions unresolved.
