Governor Bala Mohammed's two-term record in Bauchi State presents a mixed picture. On delivery, his administration flagged off 115 km of RAAMP-supported rural roads at a cost of N23.3 billion and commissioned urban road projects including the dualization of the Kano Road to Sir Abubakar Tafawa Balewa International Airport. The administration removed over 1,115 ghost workers by July 2021, saving approximately N763 million monthly, and subsequently partnered with the National Data Protection Commission in 2025 to overhaul the payroll system. The 2025 budget of N467 billion, signed into law in December 2024, allocated N282.3 billion (60.7 percent) to capital expenditure -- a positive capital-to-recurrent ratio. On governance, the IGR projection of N50 billion for 2025 underscores continued dependence on federal transfers (FAAC and VAT accounted for N120.5 billion of projected revenue), and Bauchi's domestic debt stock rose from N108 billion in Q1 2024 to N142 billion in Q1 2025. The integrity record is materially complicated by multiple outstanding legal matters: an EFCC money laundering charge that was pending against Mohammed when he was elected governor in 2019 and has been held in abeyance by his constitutional immunity; the arrest in March 2025 of the state Accountant General over an alleged N70 billion fraud in which the EFCC named the governor as a person of interest; and the December 2025 arraignment of his Finance Commissioner over alleged $9.7 million in terrorism financing approved by state authorities. None of these matters has resulted in a conviction of the governor himself, and he contests the characterisation of the investigations as politically motivated. Security in Bauchi has remained a persistent concern, with bandit attacks displacing communities in 2026 despite repeated gubernatorial pledges.
