Governor Caleb Mutfwang inherited a state in fiscal distress and a chronic security crisis. On governance he produced measurable gains: clearing a four-month salary backlog on assumption of office, growing IGR from an estimated N800 million monthly to N31.14 billion for full-year 2024, presenting three successive budgets with increasing capital allocations, and commissioning road, education, and health projects. On promises, his inauguration pledge to confront insecurity directly has not been borne out. The Christmas 2023 attacks in Bokkos, Barkin Ladi, and Mangu killed approximately 195 people and displaced over 29,000; attacks in Bokkos in March-April 2025 killed 52 and attacks in Bassa in April 2025 killed a further 56; a March 2026 attack in Jos North (Gari Ya Waye) killed at least 12 and prompted a 48-hour curfew; the state's own fact-finding committee reported over 12,000 killed across two decades of Plateau violence. President Tinubu publicly called on Mutfwang to summon the political will to address the killings. These repeated mass-casualty events, occurring continuously across his term, constitute the dominant failure of his tenure and prevent a higher overall grade despite genuine gains in finance and service delivery. His January 2026 defection from PDP to APC -- the party of his defeated election opponent -- raises questions about institutional integrity, even if constitutionally permissible.
