Governor Dikko Umar Radda, a PhD-holder and former Director-General of SMEDAN, was sworn in on 29 May 2023 pledging to tackle Katsina's acute banditry crisis, grow the economy, and reform education. Three years into his tenure, the record is mixed. On the fiscal side, he has signed successive annual budgets that escalate sharply — N454.3 billion (2024), N682.2 billion (2025), N897.9 billion (2026) — and has implemented a Treasury Single Account, boosting monthly IGR from approximately N400 million to N3 billion. On enterprise development, the state-owned KASEDA agency has disbursed over N1 billion to more than 700 businesses and created over 5,000 jobs. On education, Katsina won the BESDA-AF TESS World Bank performance prize in 2025, NECO pass numbers rose from 25,152 to 29,633 between 2023 and 2024, and the administration has invested over N120 billion in education cumulatively. Against these gains, the security record is the most material failing. Katsina remains a banditry epicentre: Amnesty International documented 294 killings and 306 abductions between May 2023 and May 2025; the August 2025 mosque attack in Malumfashi killed at least 17 people with approximately 100 abducted; SBM Intelligence recorded 566 abductions between July 2024 and June 2025; and the Katsina government itself acknowledged that over 100 Community Watch Corps members and 30 police officers had been killed fighting bandits since May 2023. The Community Watch Corps, while innovative and operationally active, has not reversed the trend of large-scale civilian casualties. On integrity, no criminal charge or EFCC/ICPC case has been filed against Radda personally; his directive to officials to declare assets to the CCB and his TSA implementation are positive markers, though independent procurement transparency audits flag gaps. The overall grade of C reflects real fiscal and institutional activity undercut by an unresolved and worsening security environment.
