Governor Douye Diri has delivered a record that is credible on infrastructure but materially incomplete on fiscal independence, service quality, and transparency of fund management. His most visible achievement is advancing three senatorial road corridors -- Sagbama-Ekeremor-Agge (42 km, inaugurated April 2026), Yenagoa-Oporoma-Ukubie (22.2 km, inaugurated April 2026), and Nembe-Brass Phase 1 (21 km, ongoing) -- which ended decades of riverine isolation for communities that had relied solely on boats. A 60 MW gas-fired Independent Power Plant at Elebele, Ogbia LGA was inaugurated by President Tinubu in April 2026, a significant capital undertaking for an oil-producing state. Budgets have been presented and passed annually (N385.2 bn for 2023, N480.9 bn for 2024, N689.4 bn for 2025, and N998.4 bn for 2026), with a self-reported 73 percent implementation rate through September 2023 and a claimed N165 bn revenue surplus at end-2024. However, Bayelsa ranked 36th (last) on the 2021 BudgIT State Fiscal Performance Index, with an IGR of N12-18 bn against budgets exceeding N300 bn, making the state critically dependent on 13% oil derivation and FAAC flows. In January 2023 the state APC threatened an EFCC petition over alleged unexplained spending of over N100 bn in withheld derivation funds; no prosecution resulted but the governor did not publish an independent audit. Diri defected from the PDP to the APC in November 2025, a mid-term party switch that invites scrutiny on the mandate under which he was re-elected. Salary payments have been regular and minimum wages were raised, but civil service unions reported outstanding salary structure arrears as at 2026. The record justifies a mixed grade: real and historically significant infrastructure delivery set against low IGR, unresolved derivation-fund accountability questions, and ongoing project incompleteness.
