Governor Alex Otti entered office on 29 May 2023 with Abia State carrying three decades of infrastructure neglect, up to 30 months of civil-service salary arrears at tertiary institutions, and a payroll rife with ghost workers. Across three years in office his administration has produced verifiable infrastructure delivery — most notably the 6.7-kilometre, six-lane Port Harcourt Road Aba, completed seven months ahead of its December 2025 contract date and commissioned by President Tinubu in May 2025 — alongside 414 road projects claimed by May 2026, the commencement of rehabilitation of 200 primary healthcare centres under Project Ekwueme, a state-of-emergency declaration on sanitation that saw over 4,000 truckloads of refuse cleared within weeks, and payment of N17.63 billion in inherited salary arrears to tertiary-institution workers. Governance indicators have also moved: Abia's IGR rose 129 percent from N17.99 billion in 2023 to N41.26 billion in 2024, and BudgIT ranked Abia 4th nationally in its 2025 State of States fiscal-performance index, up from 18th at the start of Otti's tenure. These are above-average outputs for the period. Against those gains, the 2024 budget was substantially debt-financed (N401 billion in projected borrowings against N567.2 billion total), the opposition PDP has publicly demanded disclosure of project costs and IGR details, and a 2025 petition by an APC chieftain alleged mismanagement of N54 billion in education funds — allegations the governor has denied and that remain unproven, with no formal EFCC charge filed. A KPMG forensic audit released in March 2024 documented N12.8 billion paid to ghost contractors under the predecessor administration; Otti commissioned the audit and invited the EFCC, but the audit's own scope (May 2015 to May 2023) pre-dates his tenure. The overall record is above average for a first-term governor inheriting a structurally distressed state, with real delivery on infrastructure and fiscal transparency, offset by significant reliance on borrowing and some accountability gaps on the education budget.
