Governor Francis Nwifuru came to office on 29 May 2023, succeeding David Umahi, on a manifesto branded the People's Charter of Needs. His administration has recorded measurable delivery on civil-service welfare -- clearing a 25-year gratuity backlog worth over N5 billion for state retirees, paying over N10 billion to local government retirees, approving a N75,000 minimum wage in October 2024, recruiting 1,700 teachers, and dispatching over 745 scholars abroad and to Nigerian postgraduate programmes in a merit-based scheme. On physical infrastructure, the government reports 47-48 roads completed in the first 18 months. The Chuba Okadigbo International Airport at Onueke -- a promise inherited from the Umahi era -- had its runway reconstructed (completed July 2024), obtained NCAA regulatory clearance after test flights, and commenced scheduled United Nigeria Airlines services from June 2025, though by mid-2026 questions persisted about commercial viability and consistency of airline service. On governance, budgets have grown from N202.1 billion (2024) to N396.6 billion (2025) to N884.9 billion (2026), with the 2025 education allocation at N70.1 billion the highest sectoral figure. IGR grew sharply -- NBS records Ebonyi's IGR at N30.84 billion in 2023, a 148 percent year-on-year increase -- though the base remains low and whether the growth is sustainable is contested. On integrity, multiple independently reported investigations have documented alleged procurement irregularities under the administration: contracts awarded to firms incorporated within weeks of bidding, contracts to relatives of the governor (his brother's two firms, his brother-in-law's company, and a company allegedly linked to another brother), and the award of a N13.97 billion flyover contract to a company incorporated 17 months before the award. A court ordered interim forfeiture of over N1 billion linked to the Secretary to the State Government in July 2025 following an EFCC application. A N20 billion domestic borrowing in early 2026 lacked publicly documented assembly approval as required by the state's Fiscal Responsibility Law. These documented governance and integrity concerns -- alongside unresolved questions about the airport's commercial continuity -- weigh against otherwise real delivery on civil-service welfare and human capital, producing an overall grade of C.
