Senator Henry Seriake Dickson has served Bayelsa West since December 2020, first via a by-election under PDP and then re-elected in February 2023. His strongest documented asset is a substantive gubernatorial record (2012-2020) in which he introduced free and compulsory education in Bayelsa, established the Ijaw National Academy with over 1,500 state-funded scholars, founded three tertiary institutions, and grew monthly internally generated revenue from approximately N50 million to N1.2 billion. That record informs his credibility in the Senate but is assessed here as prior performance. In the 10th Senate he chairs the Committee on Ecology and Climate Change, has participated actively in floor debates on tax reform bills including moving an amendment to reduce a proposed agency commission rate, raised a motion resulting in a Senate probe of lopsided federal recruitment, and publicly named oil-producing-state communities as excluded from NNPC and CBN staffing. Bill sponsorship specific to the current Senate remains thin in independently verified public records. His advocacy for fiscal federalism and restructuring predates his Senate tenure and has continued on the floor and in media. A March 2026 defection from PDP to the newly registered Nigeria Democratic Congress (NDC), which he co-founded, raises a constitutional question about his seat that the Senate has not yet finally resolved. Two EFCC investigations arising from his governorship -- one concerning alleged undeclared UK properties and one concerning alleged fund diversion -- remain unresolved in the public record; a Federal High Court in Yenagoa restrained the EFCC in November 2021 from further investigating the asset-declaration strand on the ground that the Code of Conduct Bureau had verified his declarations. No charges have been filed on either matter. On balance, a strong past executive record, active committee chairmanship, and visible floor advocacy are offset by limited independently verified legislative output and a pending integrity question around his party change.
