Governor Buni entered office in May 2019 on a platform of continuity, consolidation and innovation, immediately declaring a state of emergency on primary and secondary education -- a candid admission that Yobe's schooling system, battered by Boko Haram and chronic under-investment, was in crisis. Over two terms his administration can point to verifiable gains in healthcare delivery: Yobe won the 2025 National PHC Leadership Challenge ($1.2 million prize, adjudged by the Nigeria Governors' Forum, UNICEF and the Bill and Melinda Gates Foundation), completed 140 of a planned 178 ward-level primary healthcare centres, and launched the Buni Expanded Free Healthcare Scheme in June 2022. On infrastructure the record is positive but modestly scaled for a state of Yobe's land area: 225 km of country roads constructed, 93 inter-town and township roads completed by early 2026, and a N2.5 billion township-road programme in Buni-Yadi, Babbangida, Damagum and Jajimaji verified by Daily Trust. The administration recruited 7,230 teachers and claims to have reconstructed 300 schools and built 14 model schools; however, Punch Nigeria's field investigation and Sahara Reporters' budget analyses document persistent rural-classroom collapse and a spending pattern -- N3.8 billion on sitting allowances and presidential chalets in 2024, N2.8 billion on honoraria in the first nine months of 2025 -- that places recurrent administrative costs ahead of capital education outlays. Yobe's internally generated revenue was N11.19 billion in 2023, the second-lowest in Nigeria per NBS, confirming almost total dependence on federal allocation. Security remains the defining failure of the operating environment: Boko Haram killed at least 37 civilians in Yobe in October 2023, schools were closed again in November 2025, and military formations in Goniri were attacked in March 2026. An asset-declaration controversy emerged in August 2021 when leaked Code of Conduct Bureau forms alleged discrepancies in Buni's declared property (N3.1 billion in buildings and N2 billion cash) while he was serving as APC National Caretaker Committee Chairman; no prosecution has resulted. His simultaneous service as governor and APC caretaker chairman from June 2020 to March 2022 drew documented criticism for diverting his attention from Yobe. The record is mixed: genuine healthcare and infrastructure gains in a severely constrained environment, offset by an education emergency that remains largely unresolved after six years and persistent questions over budget priorities and asset transparency.
