Governor Hope Uzodinma came to office in January 2020 via a Supreme Court judgment that reversed Imo's 2019 election result -- a contested entry whose legitimacy was disputed in legal and civil-society circles. His administration's most visible achievement is an urban infrastructure programme centred on the dualization of the Owerri-Orlu (36 km) and Owerri-Okigwe (53 km) corridors at a combined cost of approximately N55 billion, completed or near-completed by 2022, and the government claims over 120 roads constructed or rehabilitated. However, the delivery axis is substantially weakened by persistent community complaints that rural roads across the state remain impassable and that multiple official project claims lack independent verification. On governance and finances, IGR has grown from roughly N400 million monthly in 2020 to a claimed N4 billion monthly by 2025, though the administration's own declared N5 billion monthly target announced in 2020 remains unmet; NBS data confirms Imo's IGR at N7.7 billion (2020), N12.8 billion (2021) and N19.3 billion (2022). A pattern of extra-budgetary spending is documented: N101.5 billion was spent outside legislative appropriation across three fiscal years (2023-2025), a finding traceable to civil-society and media analysis of the state's own fiscal records, and N2.5 billion was spent on government-house vehicles without assembly approval in 2023. The Nigeria Labour Congress called a strike in November 2023 over the branding of roughly 11,000 workers as ghost employees and up to 20-31 months of unpaid local-government salaries. The security situation in Imo -- marked by attacks on police stations, clashes between security forces and armed groups, and a wave of killings attributed by competing parties to IPOB-linked operatives and to state actors -- represents a serious failure of the executive's primary duty to protect lives. On integrity, Uzodinma appointed himself Commissioner for Lands in 2024, citing internal ministry corruption; he lacks a publicly verified asset declaration for his current term. Pre-gubernatorial legal matters (a 2018 investigation into an alleged $12.5 million port-contract default and a 2018 court referral to the EFCC over an alleged N200 million dud cheque) were not resolved before he assumed office and their current status is not established in public court records. The overall record -- selective urban infrastructure progress against documented fiscal irregularities, a severe security crisis, and a labour-rights crisis -- places the overall grade at D.
