Senator Ikra Aliyu Bilbis, a former Minister of State for Information and Communication under the Goodluck Jonathan administration, won the Zamfara Central supplementary senatorial election in April 2023 on a PDP ticket, defeating incumbent Senator Kabiru Garba Marafa. In the 10th Senate he was appointed Chairman of the Senate Committee on Communications, through which he oversaw confirmation of the NCC Executive Vice-Chairman, ratified the NCC's N549.6 billion 2024 budget, and approved a N17 billion Universal Service Provision Fund appropriation. His most documented legislative output is the bill establishing the Federal University of Health Sciences and Technology, Tsafe, which he sponsored, passed all Senate readings by May 2024, and was signed into law by President Bola Tinubu in early 2025. Constituency evidence is mixed: a 2025 capital project distributed motorcycles, tailoring machines, freezers, and N100 million cash to 750 beneficiaries across the four LGAs of Zamfara Central; however, a September 2024 news report cited constituent complaints of abandonment, with residents contrasting his record unfavourably with that of his predecessor. No formal campaign manifesto has been located for independent promise-tracking. On integrity, his party defection to APC in March 2026, citing PDP internal crises, is a notable conduct event. He was also arraigned before the Zamfara Shari'a Court in November 2022, before his election to the Senate, on allegations of criminal conspiracy and public disturbance arising from the alleged destruction of APC campaign property; he was released unconditionally in December 2022 and no subsequent conviction has been recorded in publicly available sources. On balance, substantive committee output and one enacted constituency-focused bill offset a thin promises baseline and documented constituent dissatisfaction, yielding a mixed overall grade.
