Senator Joel-Onowakpo Thomas has served Delta South since 13 June 2023 under the All Progressives Congress. His strongest documented record is legislative output: he has sponsored eight bills, of which four passed both chambers of the National Assembly, with the Nigeria Maritime University, Okerenkoko (Establishment) Bill signed into law by President Tinubu on 27 January 2025 -- a significant institutional gain for the Ijaw-majority riverine areas of Warri South-West LGA. His committee chairmanship of the Senate Committee on Local Content, conferred in February 2025, has produced active probe activity including a July 2025 public hearing on enforcement of the NOGIC Act. On constituency delivery, he has conducted multiple rounds of empowerment distributions, facilitated federal fertiliser inputs to farmers across all eight LGAs, and championed capacity-building through the Nigerian Content Development and Monitoring Board. His advocacy for the neglect of Delta South by successive federal governments is documented and consistent. Constraints include: no formal written manifesto against which specific promises can be tracked; the Federal Medical Centre Oleh bill and Federal Polytechnic Bomadi bill had not received presidential assent as of available reporting; and the appointment of 182 legislative aides at personal cost drew public scrutiny. No EFCC, ICPC, or court proceedings have been located against him. His 2023 election was contested at tribunal (tribunal declared election inconclusive, ordering a supplementary run-off in Warri South LGA), but the Court of Appeal, Asaba Division, overturned the tribunal ruling and confirmed his return in November 2023.
