Mohammed Sani Musa (popularly known as Senator 313) has served as senator for Niger East since July 2019 and chairs the Senate Committee on Finance in the 10th Senate, the most consequential financial oversight committee in the upper chamber. His legislative output is measurable: an independent legislative-monitoring exercise ranked him sixth out of 109 senators in Year One of the 10th Senate with 31 substantive interventions including bills, motions, and resolutions; he piloted the ad-hoc conference committee that reconciled and passed all four Tinubu tax reform bills signed into law on 26 June 2025; and he co-sponsored the North Central Development Commission (Establishment) Bill passed by the Senate in July 2024. Constituency delivery includes reported construction of two 50-bed hospitals in Munya and Shiroro LGAs, a fully-funded 200-student international undergraduate scholarship scheme (100 to India, 100 to China), an empowerment programme distributing productive assets to 500 women and youth, and fertiliser distribution across all nine Niger East LGAs. His re-election in February 2023 with 159,650 votes against 125,292 for the PDP candidate indicates continued constituency support. Against this, the integrity axis carries an unresolved conflict-of-interest question: ACT Technologies Limited (also identified as Activate Technologies), a company to which Musa had been linked as chairman or managing director between approximately 2011 and 2017, held an INEC contract for production of Permanent Voter Cards and card readers; INEC renewed that contract ahead of the 2023 election; and PDP presidential candidate Atiku Abubakar publicly cited the contract as evidence of INEC partisanship in March 2023. APC responded that Musa was not involved in the company's day-to-day operations. No court has adjudicated the matter and no criminal charge has been filed. The record is therefore mixed: genuine legislative and constituency activity at the federal level is accompanied by an outstanding conflict-of-interest question on the electoral-contract issue that has not been resolved through any disclosed recusal, divestment, or independent review.
