Napoleon Binkap Bali (born 28 November 1963), a retired Air Vice Marshal of the Nigerian Air Force, was declared winner of the Plateau South senatorial election on 25 February 2023, polling 148,844 votes against APC's Simon Lalong. He was sworn into the 10th Senate on 13 June 2023. On 11 September 2023, the National Assembly Election Petition Tribunal (Justice Muhammad Tukur) nullified his election, holding that the PDP had no valid party structure in Plateau State at the time of his nomination — the party had defied a 2022 Plateau State High Court order requiring it to conduct ward, local government, and state congresses. The Court of Appeal (Justice Elfrieda Williams-Dawodu) affirmed that ruling on 7 November 2023, declaring Lalong the duly elected senator and terminating Bali's mandate after approximately five months. Because the mandate was voided ab initio, no meaningful legislative or constituency delivery record was established.
