Patrick Osita Ngwu

Senator, Enugu West (Senatorial) · APC

Assessment Profile06

Senator Patrick Osita Ngwu, elected to the 10th Senate from Enugu West Senatorial District on 29 May 2023 under PDP, rose quickly for a first-term senator: he was named Chairman of the Senate Committee on Solid Minerals within months of taking his seat, and on 21 November 2023 was appointed Senate Minority Whip following a contested process in which some minority caucus members objected to two PDP senators holding both minority positions simultaneously. His legislative output covers a motion on solid minerals that led the Senate to halt BPE's planned sale of mining assets and direct an investigation into dwindling sector revenues, a motion on Federal Character principle violations that triggered Senate investigative hearings in March 2025 against NNPCL, NAFDAC, and other MDAs, and the sponsorship of at least two bills (Health Infrastructure Development Agency; Private Investigations Regulation). On the constituency side, the most documented initiative is the Enugu West Academy scholarship and bursary scheme: N81 million to 18 students in the inaugural 2024 edition, and N250 million to approximately 4,000 beneficiaries in the 2025/2026 cycle. Infrastructure interventions including solar-powered boreholes in Awgu LGA, road-construction oversight, and advocacy for the Ivo and Mgbowo Dam completions are reported but derive substantially from senator-aligned or promotional sources without independent delivery audits. The most significant integrity event is Ngwu's defection from PDP to APC, formally announced on the Senate floor on 22 April 2026, which cost him the Minority Whip position. Reports from February 2026 alleged he had effectively joined the APC weeks earlier while continuing to draw Minority Whip benefits; Ngwu's formal defection letter cited internal PDP crisis. No EFCC or ICPC charges have been filed against him. His election was upheld by an election tribunal in September 2023 after a Labour Party challenge. Overall, a mixed first-term record with demonstrable legislative activity and one flagship constituency programme, weighed against party-switching and the absence of independent project verification.
