Governor Umo Bassey Eno entered office on 29 May 2023 on a PDP ticket, inheriting a state with N34.5 billion in commercial-bank debt and 87 abandoned predecessor projects. His first three years show creditable fiscal housekeeping -- the inherited debt was cleared by November 2025, N51.96 billion was injected into abandoned projects, budgets were signed on schedule (N849.97 billion for 2024 and N955 billion for 2025), and Akwa Ibom was rated Nigeria's most credit-worthy state by BudgIT in 2024. Total state revenue in the 32 months to December 2025 reached N2.53 trillion per a Premium Times investigation, and TSA implementation pushed monthly IGR from approximately N2 billion to N12 billion within three months of launch in early 2026. The Victor Attah International Airport obtained international status in November 2025 and launched its first international service (Uyo-Accra via Ibom Air) on 2 May 2026. These are documented gains. Against them sit documented deficits: a January 2026 Premium Times investigation found the administration in breach of Akwa Ibom's Fiscal Responsibility Law through repeated delays in publishing budget documents, and a bill introduced June 2025 would grant a Direct Labour Committee chaired by the governor himself powers to procure contracts without competitive tender. In November 2025, public criticism of broken fountains, deteriorating urban roads and the concurrent purchase of N2 billion worth of SUVs for politicians drew reported backlash. Most consequential for the integrity axis: the governor defected from the PDP to the APC on 6 June 2025, having been elected on a PDP mandate, triggering calls by PDP leaders for seat-vacancy declarations and bye-elections. He was subsequently nominated as APC governorship candidate for the 2027 election in May 2026. The combination of real fiscal progress, procurement-transparency concerns, and the mandate-defection produces a mixed record.
