Senator Patrick Abba Moro, representing Benue South since June 2019, has built a documented legislative record across two terms. His most verifiable achievements are institutional: in the 9th Senate he sponsored the bill establishing the Federal University of Health Sciences, Otukpo, which received presidential assent; in the 10th Senate he championed two further bills that were signed into law by President Tinubu -- the North Central Development Commission establishment bill (July 2024) and the Federal College of Agricultural Technology, Opialu-Ojapo bill (July 2024). He assumed the office of Senate Minority Leader on 21 November 2023, after the Court of Appeal removed the prior holder. His stated leadership philosophy of constructive rather than confrontational engagement with the ruling party has drawn both defence and criticism; Senator Abdul Ningi publicly alleged the caucus was imposed and under-performing its opposition role. Constituency delivery records across Benue South's nine local government areas are described in multiple news reports but rest largely on self-reported scorecards; no independent BudgIT or Tracka project audit has been located in the public record for this review period. An EFCC prosecution arising from the 2014 Nigeria Immigration Service recruitment tragedy -- in which at least 15 job seekers died at recruitment centres nationwide -- was concluded in April 2022 when the Federal High Court, Abuja, discharged and acquitted Moro on all counts, finding that the prosecution failed to establish the ingredients of fraud or procurement offences against him. A co-defendant, former Permanent Secretary Anastasia Daniel-Nwobia, was convicted on one count and sentenced to one year of community service.
