Senator Patrick Abba Moro, representing Benue South since June 2019, has built a documented legislative record across two terms. His most verifiable achievements are institutional: in the 9th Senate he sponsored the bill establishing the Federal University of Health Sciences, Otukpo, which received presidential assent; in the 10th Senate he championed two further bills that were signed into law by President Tinubu -- the North Central Development Commission establishment bill (July 2024) and the Federal College of Agricultural Technology, Opialu-Ojapo bill (July 2024). He assumed the office of Senate Minority Leader on 21 November 2023, after the Court of Appeal removed the prior holder. His stated leadership philosophy of constructive rather than confrontational engagement with the ruling party has drawn both defence and criticism; Senator Abdul Ningi publicly alleged the caucus was imposed and under-performing its opposition role.
