Governor Sheriff Oborevwori's first term (from May 2023) presents a broadly infrastructure-focused record built on Delta State's substantial derivation and FAAC revenue -- N649.67 billion in total FAAC receipts in 2025, the highest of any state. The administration's most measurable achievements are fiscal: inherited debt cut from N465.3 billion to N249.2 billion by end-2024 without new borrowing, IGR growth from N83 billion in 2023 to N158 billion in 2024, prompt salary and pension payment, and sequentially larger budgets (N724.98 billion in 2024, N936 billion in 2025, N1.729 trillion signed for 2026). A portfolio of 431 road and drainage projects spanning 2,595.56 km was reported under construction by the second-anniversary address of May 2025, with 42 projects commissioned at that event. The Asaba stormwater flood control project and the 20 km Osubi storm drainage scheme represent notable responses to chronic flooding. However, given the scale of derivation inflows available to Delta, the delivery pace has faced civil-society criticism: DESOPADEC -- the body mandated to channel 50 per cent of derivation receipts to oil-producing communities -- has been publicly criticised for deficient delivery and politicisation. Security remains a live concern acknowledged by the governor himself, who convened a Delta Security Summit in 2025 and committed technology-aided enforcement while conceding that kidnapping and cult violence require intensified response. The April 2025 defection from PDP to APC -- carried out alongside predecessor Okowa -- was framed by the administration as a strategic alignment with federal resources; PDP announced intent to pursue legal action to reclaim mandates. Pre-inauguration certificate-eligibility litigation was resolved in Oborevwori's favour at Court of Appeal (August 2022) and Supreme Court (July 2023), with courts finding the alleged name discrepancies insufficient to prove forgery. No EFCC action or criminal proceedings are recorded against Oborevwori himself.
