Governor Siminalayi Fubara took office on 29 May 2023 as a former Accountant-General of Rivers State and set out an infrastructure-led agenda centred on roads, healthcare, and revenue growth. His first twenty-one months produced measurable gains: internally generated revenue grew from approximately N12-13 billion monthly to N26-27 billion monthly by April 2024, a reported doubling; the N195.3 billion, 62.65-kilometre Port Harcourt Ring Road contract with Julius Berger was signed and mobilisation commenced; Trans-Kalabari Road piling reached approximately 75 percent completion by late 2025; and the 2024 budget was framed without new borrowing. At the same time, his own admission in April 2024 that 75 percent of Rivers primary schools lacked teachers and 90 percent of school buildings were dilapidated, and the subsequent dispute with the House of Assembly over school conditions despite the state holding over N600 billion in its accounts after the emergency period, signals a gap between resource availability and sectoral delivery. The most consequential episode of his tenure was a prolonged constitutional crisis: from October 2023, a legislative faction aligned with his predecessor Nyesom Wike mounted sustained impeachment pressure, bombed the House of Assembly complex, and eventually triggered a presidential intervention. On 18 March 2025, President Bola Tinubu invoked Section 305 of the Constitution, declared a state of emergency in Rivers State, suspended Fubara, his deputy, and all lawmakers, and appointed retired Vice-Admiral Ibok-Ette Ibas as Sole Administrator for six months. The Nigerian Bar Association publicly argued the suspension of an elected governor under a state of emergency was unconstitutional. Fubara was reinstated on 18 September 2025 after Tinubu lifted the emergency. The six-month suspension -- during which the Supreme Court also voided the 2025 budget Fubara had signed with a four-member rump assembly -- materially disrupted the delivery pipeline. The EFCC declared Fubara wanted in May 2022 in connection with an alleged N435 billion fraud during his tenure as Accountant-General; those allegations remain unresolved and Fubara has denied wrongdoing, invoking Section 308 immunity while in office. His record is mixed: real infrastructure momentum and strong IGR growth, but a legislative crisis that consumed governance capacity, an unresolved legal cloud, and persistent under-delivery on education and primary healthcare.
