Senator Mukhail Adetokunbo Abiru (APC, Lagos East) brings a 29-year banking career, including a stint as pioneer MD/CEO of Polaris Bank, to a committee chairmanship that places him at the centre of Nigeria's financial-sector legislation. His most significant output is the Nigerian Insurance Industry Reform Act 2025 (NIIRA), which he sponsored and shepherded through both chambers; President Tinubu signed it on 5 August 2025. He also co-sponsored the CBN Act amendment passed in 2024 to cap Ways and Means advances, and sponsored the Copyright Act Repeal and Re-enactment Bill signed by President Buhari in March 2023. In the 10th Senate he has led a public hearing on a BOFIA amendment bill (March 2026) to bring fintechs under CBN supervision, responding to the CBEX Ponzi scheme collapse. Constituency delivery in Ikorodu Division is documented through classroom blocks in multiple schools, a refurbished primary health centre, local road completions, and the 34-km Ikorodu-Itokin Road reconstruction he facilitated at the federal level. His N300 million revolving loan scheme (launched 2022 with BOI and LSETF co-funding) and the December 2025 N480 million cooperative grant programme are among the more structured constituency finance interventions in the 10th Senate. No EFCC, ICPC, or court proceedings have been identified against Abiru personally. The principal gap is that the BOFIA fintech bill had not passed third reading as at the date of this card, and the long-running Ikorodu-Itokin Road remains incomplete, with the Federal Government rejecting palliative works in February 2025 and ordering the contractor back to site.
