Governor Umar Namadi, a chartered accountant and former deputy governor who won the March 2023 election, was sworn in on 29 May 2023. His first three years show a consistent and active governance record across infrastructure, education, and fiscal management, with notable delivery on several agenda items. He signed successively larger budgets — N298 billion (2024), N698.3 billion (2025, later raised to N756.3 billion), and N901.8 billion (2026) — maintaining a high capital-expenditure share of 76 to 77 percent in each cycle. His administration cleared N50 billion of N82 billion in inherited road contractor debts, completed all 26 inherited road projects, and initiated 48 new road projects covering 976 kilometres. The Jigawa State Public Complaints and Anti-Corruption Commission, inaugurated in February 2024, recovered over N300 million in embezzled public funds within its first six months. IGR grew from approximately N27.5 billion in 2023 to an estimated N62.6 billion in 2024, the fastest growth rate among northern states. On the negative side, Jigawa remains heavily FAAC-dependent — requiring over five times its IGR to cover operating expenses according to BudgIT's 2024 State of States report — and consistently ranks near the bottom of fiscal performance leagues. The 2024 floods, which killed at least 28 people and affected 241,046 individuals across 22 LGAs, exposed the structural inadequacy of the state's flood infrastructure; the government's response included NEMA coordination and equipment deployment but fell short of comprehensive reconstruction. The Maigatari Export Processing Zone, targeted for revival in 2023, remains at an early preparatory stage. No criminal charge or court proceeding has been filed against Governor Namadi personally. The overall grade of B reflects above-average delivery against the agenda, offset by persistent structural fiscal vulnerability and partial progress on key commercial infrastructure promises.
